Tynwald has failed to pass the Area Plan for the North and West.
Today's combined vote on the motion came after MLCs rejected the plan last month.
Following a lengthy debate in Tynwald today, Tuesday, November 18, a total of 13 MHKs voted in favour of it and 11 against.
However only one member of the Legislative Council voted for it, with seven opposed.
