The Treasury says it needs documents from the Department of Infrastructure before work on Douglas trams can move ahead.
Minister Chris Thomas was quizzed on the issue in the House of Keys this week by Douglas South MHK Sarah Maltby.
He said a request for funding went to Treasury in March, and to the Council of Ministers in April.
But he said when the DOI sent more information, its request could be considered:
