Treasury Minister Alf Cannan says the government's awaiting a report in the UK into the 'gig economy' before deciding if any action is needed on the Island.
In Tynwald this week, he faced questions from Ramsey MHK Dr Alex Allinson about people working as independent contractors for companies such as Hermes.
Mr Cannan told the court anyone working in such a way needs to make sure they're paying the right tax and have the correct insurance in place.
But he said the latest figures showed the number of self-employed people was rising very slowly:
