The Department of Infrastructure says it's working with the northern tip's contractor to set a date for its reuse site reopening.
Infrastructure Minister Tim Crookall was asked in the House of Keys this week by Ramsey MHK Lawrie Hooper about when the facility at Balladoole would return after new operators took over.
The Northern Civic Amenity site re-opened last month - but not the area where people can drop off or pick up unwanted items.
Mr Hooper asked if it amounted to a breach of contract, but the minister explained the area wasn't meant to be open yet:
