Proposed changes to the current work permit are strongly supported by the public.
A consultation on easing the rules and opening up the system closed at the end of August with more than 150 responses - and the government says the overwhelming majority supported the idea.
Economic Development Minister Laurence Skelly says 90 per cent of people backed changing the current laws.
