A single code of conduct should be introduced for Tynwald Members with clearly defined periods of suspension in light of inappropriate behaviour.
That's the recommendation of Lord Robert Lisvane the man tasked with reviewing the functioning of Tynwald - his report will go before the court this week:
The last Tynwald of the current administration starts today - one MHK who isn't expected to be there is North Douglas representative John Houghton who was suspended in May.
