The Chief Minister says homelessness on the Island is a 'complex issue'.
In a Tynwald question for written response, Garff MHK Daphne Caine asked the Chief Minister Howard Quayle what the government is doing about the rising levels of poverty.
Mrs Caine says more people are using the food bank and becoming at risk of losing their homes than ever before.
In his response, Mr Quayle says the government needs to find out why people don't have roofs over their heads.
