That's what Ramsey MHK Lawrie Hooper wants to know, and will raise in Tynwald next week.
When the court sits on Tuesday, October 21, he'll ask Chief Minister Alf Cannan if the scheme's impact on the Island has been assessed.
He'll also ask Mr Cannan to make a statement.
