The government's Public Services Commission says it doesn't hold financial accounts for the Western Civic Amenity Site.
Someone claiming to be a Patrick commissioner asked for them in a Freedom of Information request.
They said the local authority hasn't been able to see the monthly accounts for the tip in St John's.
In response, the Office of Human Resources suggested they ask the Western Civic Amenity Site Board directly.
