The Department of Infrastructure has refused to answer three Freedom of Information requests - labelling them 'vexatious'.
The same person put a series of questions to the department about airport equipment, the planned new Steam Packet berth in Liverpool and Douglas Promenade.
In its response, the DOI said the requests were frequent or overlapping and a burden to answer which prevented it responding to others.
The department in says in the last 15 weeks, the same person's put in 17 requests, with three withdrawn - a third of the queries put to the DOI since January 2017.
