Chief Minister Alf Cannan says he hopes an apology over the Summerland disaster will help build trust in future.
In Tynwald yesterday, he issued a statement about the 1973 Douglas fire which claimed the lives of 50 people.
He said if failings identified by an inquiry had been addressed, lives could have been saved.
And he added the 50th anniversary of the catastrophe was an appropriate time to apologise to all those affected by it.
