More than 26,000 census forms have already been returned, out of 45,000 activation codes mailed to households.
Cabinet Office Minister David Ashford gave the figures in the House of Keys this week, in response to a question from Arbory, Castletown and Malew MHK Jason Moorhouse.
A total of 26,070 census forms have so far been submitted online, and 607 paper copies returned.
