Is the Island's work permit system putting young graduates off returning to the Isle of Man?
That's the question from the Chamber of Commerce, which says the permit system is stifling Manx companies trying to expand.
Last week, Micky Swindale from the Chamber called for a temporary suspension of work permits to let businesses fill hundreds of vacancies.
She says restrictions on who can work here may be behind a drop in the number of graduates returning to the Island:
