The Department for Enterprise says it'll take another 10 months to bring in changes to the Island's work permit system.
In a quarterly update from the government about its Island Plan, it says reform proposals are still being worked on.
The department says it had hoped to implement changes by September this year.
However, that date has now been pushed back to June next year.
