Rises in the toilet tax and water rates are to be held to the rate of inflation for the next year, according to Treasury Minister Alf Cannan.
In Tynwald this week, he was asked whether he'd freeze Manx Utilities Authority prices - but he told the court the organisation still needed to pay off its debts.
But he announced a review of the MUA's financial plans, and said that would take place shortly.
In the meantime, he said price rises would be restricted:
