A review into bed spaces at Noble's Hospital says too many people go to Accident & Emergency instead of other healthcare services such as GPs.
Experts at UK-based PSG Health undertook the study in April after medics at Noble's called for 50 more inpatient beds at the Braddan facility.
In its report, PSG says extra beds would be a waste of money without changing current practices at the hospital.
The Department of Health and Social Care will now work with Manx Care to produce an action plan based on the report's findings.
