Plans for over 280 homes and a by-pass road in Ballasalla have been submitted to the government.
The proposals from Dandara for the first two phases of the work have been put forward - subject to planning approval work on the project could begin towards the middle of this year.
Dandara managing director, Seamus Nugent, says the company took public feedback from two consultations and refined its designs - adding he believes it could be a 'very exciting development' for the South of the Island.
The company also says up to 190 jobs would be created for construction of the housing development and the link road.
