Changes are being proposed for the Marine Garden on Douglas Promenade.
The Department of Infrastructure wants to knock down an eight-metre section of wall at the northern end of the gardens and make an identical rebuild 400mm further back.
Officials say it's so the tram passing point in the area is wide enough to meet health and safety regulations.
Plans are also being put forward to also build a disabled access ramp to assist with the refurbishment scheme.
