Could forcing dog owners to get their pets microchipped also help tackle dog fouling?
The suggestion was made during this week's House of Keys sitting where the second reading of the Dogs (Amendment) Bill was debated.
The new laws would see an end to the current licensing system - dog owners would instead have to get their pets chipped.
