The Island's chief constable says despite a seven per cent rise last year, officers have seen a 20 per cent cut in their pay over the last decade.
Russ Foster's first annual report has been published on the Tynwald website.
In it, he says the constabulary's staffing situation has continued to deteriorate, and keeping officers is the biggest challenge facing the organisation.
He's warning a number of officers are likely to quit for better-paid jobs elsewhere.
