Cabinet Office Minister David Ashford says any requests for strategic land reserves to be released would be made public.
This week in the House of Keys he faced a question from Onchan MHK Julie Edge about how strategic development sites are made available.
Mr Ashford said the Council of Ministers would be asked to release land, which would still need planning permission before development went ahead.
But he was also asked if the public would find out about requests from developers:
