Health and Social Care Minister Kate Beecroft says a lack of consultation with charities about moving endoscopy services from Ramsey to Noble's hospital was 'a careless oversight'.
In the House of Keys this week, she faced questions on the decision to relocate the unit from Ramsey MHK Dr Alex Allinson.
He pointed out hundreds of thousands of pounds worth of endoscopy equipment had been bought by bodies such as the Friends of Ramsey Cottage Hospital.
And he said not consulting with them before the decision was made could have been seen as an insult:
