Chief Minister Alf Cannan says £1.2 million has been set aside to set up a new border division in government.
In Tynwald, he responded to a question from Onchan MHK Julie Edge about border controls by announcing the Council of Ministers had already backed the scheme.
He said the new organisation would work with authorities in the UK, Channel Islands and Ireland.
