The Department for Health and Social Care says its new Regulation of Health and Social Care Bill does not set exact fees, but lets it set them later.
In response to a written question, Health and Social Care Minister Claire Christian said recent consultations discussed how future fees might be determined, not the amounts.
Ms Christian says over 200 business representatives attended the consultation sessions.
She says a 5.7 per cent rise in existing care registration fees took effect in April 2024, the first since 2013.
