Douglas Council says its finished building 48 new apartments.
Tenants have already started moving into the Willaston development, described as one of the biggest boosts to the Island's public housing in recent years.
The local authority says the flats are modern and sustainable, including air source heat pumps and solar panels.
It adds they'll cut energy costs for residents and reduce the housing waiting list by 48 families.
