Andreas Commissioners says the decision to increase rates by 30 percent wasn't done lightly.
The local authority announced one of the largest rate hikes this year, to 188 pence in the pound.
Chair Jackie Faragher says facilities provided by the board, including street lighting and public toilets, have to be paid for.
She told Local Democracy Reporter Emma Draper a war memorial refurbishment scheme, the Northern Civic Amenity Site and a higher swimming pool contribution also led to the increase:
