A new college in Douglas will train Chinese nurses and provide language classes - if planners give the green light.
Peng Li of Castletown has applied to transform the former Bank of Ireland at the bottom of Christian Road in the capital into an educational facility.
He says the idea is to have 235 students by the end of next year, learning healthcare and English.
Mr Li says the students, aged 25 to 35, would be taught NVQ qualifications by eight staff.
