The Department of Infrastructure says it issued around 3,500 provisional driving licences last year.
A Freedom of Information request asked for details about the number of applications for licences.
In its response, the DOI said it only has data for licences granted rather than applied for.
Last year saw 1,242 new licences, 2,107 renewals and 148 duplicate provisionals issued.
