Are byelaws restricting Island children?

Are restrictive byelaws governing what children can do outdoors stifling their progression?

According to the Douglas byelaws published in 2013 you are not allowed to play football, or any other games, on land adjacent to a street so as not to cause annoyance to local residents.
 
The laws also state you cannot ride a bicycle, roller skate or skateboard in any public place where you could cause danger, obstruction or give reasonable grounds for annoyance to any person.
 
These restrictions are also echoed in many other local authority byelaws across the Island.
