The Department of Infrastructure needs more than £8 million to continue housing developments of the Clagh Vane estate.
The site, on a former Royal Naval Air Service camp, will see 51 houses rebuilt in the area known as the 'Horseshoe' in Ballasalla.
If funding is provided by Tynwald, the final phases for redevelopment will start in September this year.
