A petition to stop any new buildings in an area of central Douglas getting parking permits for residents will be handed to Tynwald this month.
Andrea Kruger, a pilot and architect, also wants to make disc zone H - which includes Rosemount, Bucks Road and Belmont Terrace - made residents-only at all times.
She says parking in the area will get worse when the Manx Development Corporation builds 133 new homes on Westmoreland Road.
Her petition is set to be discussed when Tynwald sits in January.
