Chief Minister Alf Cannan says the Steam Packet's fuel surcharges aren't designed to generate profits.
He faced an urgent question from Arbory, Castletown and Malew MHK Jason Moorhouse in the House of Keys this week, asking about the increasing fees.
Mr Cannan said the surcharges are calculated four times a year by formula, and government can reject them if they're not considered reasonable.
He added the charges were meant to help keep ticket prices stable:
