Moves to reinstate the entire length of the horse tram tracks along Douglas Promenade will need a special vote by Tynwald members because they've been submitted late.
When the court sits this month, Infrastructure Minister Tim Crookall wants to lay a business case for the project and have members vote on it.
But because it hasn't been on the register of business for four weeks, members will first have to vote on suspending parliamentary rules in order to consider it.
Tynwald is due to begin this month's sitting at 10am on Tuesday, June 16 in Legislative Buildings in Douglas.
