The Department of Infrastructure is holding back on plans to build a temporary horse tram base.
In December it lodged an application to build replacement facilities - including stables and parking - on the Summerland site.
It followed the decision to take over the service from Douglas Council which owns the current stables at Strathallan.
However it's understood the DoI emailed the planning committee last week asking for the application to be deferred.
According to the application the department had an option to take over the Strathallan depot but in 2015 a report said the building was beyond economic repair.
£150,000 set aside by Tynwald to improve the building was to be used to create the temporary home for the service instead.
The scheme was due to be considered by planners on Monday.
However in an e-mail to the committee the department says it's now looking into alternative options.
