Infrastructure Minister Ray Harmer says he won't ban "virtual airlines" from the Island in the future.
In the House of Keys this week he faced questions about companies which sell tickets but don't operate flights themselves.
Ramsey MHK Lawrie Hooper wanted to know if he'd ban such companies like Citywing - which didn't have to be a member of the Civil Aviation's ATOL financial protection scheme.
Although being an ATOL member would have helped the 15,688 passengers who are now waiting for their money back, Mr Harmer said a ban wasn't necessary:
