The Department of Infrastructure says anyone can make their own parking discs - but they're only legal to use with its permission.
A Freedom of Information request asked for details about the card discs drivers use to display what time they parked.
In its response, the DOI said private sponsors who have adverts on the discs pay the full print costs - which run to between £7,000 and £10,000.
But it said there are no laws about who can produce them, only that they're issued by or with the authority of the department.
