The Chief Minister will make a speech at the November sitting of Tynwald setting out the Government Programme.
Howard Quayle and his Council of Ministers have spent the last three days 'mapping out' the way forward for the next five years.
Over the next month a framework showing what they want to achieve during the term will be set out .
Ministers can discuss with the public and their departments to decide what comes next.
