Infrastructure Minister Tim Crookall says staffing changes have held up his department's Transport Strategy.
In the House of Keys this week, he faced a question from Douglas Central MHK Chris Thomas about consultation being held as the strategy is put together.
Mr Thomas wanted to know why a series of target dates for the plan had been missed since it was announced four years ago.
Mr Crookall said there had been changes of ministers in charge of the department, as well as a turnover of civil servants:
