Infrastructure Minister Tim Crookall says staffing changes have held up his department's Transport Strategy.
In the House of Keys this week, he faced a question from Douglas Central MHK Chris Thomas about consultation being held as the strategy is put together.
Mr Thomas wanted to know why a series of target dates for the plan had been missed since it was announced four years ago.
