She faced a question for written reply from Douglas Central MHK Chris Thomas about how effective Port St Mary's zone is, after it was created in February.
Dr Haywood said it was too early to say if the scheme had improved healthier lifestyles, created inclusive streets, improved road safety, encouraged considerate driving or cut down noise and air pollution.
She said reviews will be held six and 12 months after each project was finished to monitor their effectiveness.
