The government looks set to buy the Steam Packet Company in a deal worth £124 million.
Treasury Minister Alf Cannan will present the plan to members in a briefing later today.
His proposal would have to be put before Tynwald for approval before the deal goes through.
It's expected to be on this month's order paper for Tynwald members to discuss.
