Rushen MHK Michelle Haywood says she's disappointed laws to protect people using medical facilities won't be brought in before this year's election.
This morning, the House of Keys adjourned considering her Safe Access Zones Bill until September.
The legislation would prevent anyone within 100 metres of healthcare facilities being harassed, intimidated or filmed.
She says the delay means children having vaccinations in schools have been left effectively unprotected.
