The infrastructure minister says the basic framework of the new Sea Services Agreement with the Steam Packet has been agreed.
Tim Crookall faced questions from three members in the House of Keys this week about what progress has been made on it.
Mr Crookall said the last part of the framework was now being finalised.
He explained why things can't go any further yet:
