The Department of Infrastructure says scrapping paper recycling bins will help the environment.
Minister Tim Crookall says the amount of paper collected has fallen dramatically over the past 16 years, and is no longer viable to pick up.
He says removing the facilities will save his department up to £50,000 a year.
From next week, they'll no longer be available at the Northern and Eastern Civic Amenity Sites.
