The former Health and Social Care minister says it's clear the dental service on the Island needs urgent reform.
During Tynwald's sitting this week, Douglas North MHK David Ashford asked what is being done to tackle the NHS dental waiting list.
Lawrie Hooper said limitations on resources meant improvement weren't possible.
But also said it was clear changes to the service needed to be made.
