Civil servants on the island have voted against a proposal not to give them a pay rise.
There are over 2,000 workers affected and are the only public sector staff not being offered a rise.
The union Prospect said 95 percent of members voted against the pay freeze, one of the biggest turnouts the union has seen.
It could mean that industrial action is on the cards.
