An MHK's plans to introduce and all-island leisure rate for swimming pools have been rejected by Tynwald.
Ramsey MHK Lawrie Hooper called it unfair that Douglas residents did not have to pay a local swimming pool levy, unlike the rest of the island.
He explained the NSC was funded entirely out of taxation, whilst the other three regional pools were paid for by a combination of this and local rates.
Mr Hooper also suggested that other local facilities like libraries and rubbish tips could be paid for by a national tax.
