The island's parole committee says two prisoners serving life sentences applied for parole in the last year.
The committee has released its annual report, covering its activity over the past 12 months.
It says it dealt with 33 applications for parole, with 18 prisoners recommended for early release.
The report shows eight prisoners were directed to remain in custody, with another seven decisions deferred for more evidence.
