Migration to the Island is set to be discussed during Tynwald's next sitting, after a Council of Ministers report was published.
The Update Report on Inward Migration will be debated by the court when it sits in July.
In it, ministers say migration is needed to fill vacant posts, but must be managed so levels aren't too high.
Tynwald is due to sit from Tuesday, July 15.
