TravelWatch says there are 'very difficult and complex decisions' to be made about the future of sea services to and from the Isle of Man.
This week the Department of Infrastructure will take the Strategic Sea Services Policy to Tynwald - it wants to gain approval to intervene in the market.
The passenger watchdog says it believes the department needs to provide more information on how it would manage and scrutinise future agreements with the Steam Packet:
