Three individuals and 12 companies have been fined more than £20,000 by a tax court.
All 12 businesses failed to pay Income Tax or National Insurance and were fined a total of £18,440.
Two people failed to submit personal income tax returns, and were fined £1,900.
Magistrates fined another person who failed to comply with a notice to submit accounts supporting a tax return £500.
